Mine has a calm and stoic demeanor, that isn't easily shaken. He is intelligent. Despite others' mockery of his upbringing in poverty, he excelled academically.
Deeper down, however, he bears a misanthropic outlook on life, assuming that any human interaction comes with ulterior motives and that his company is only sought after for his monetary prowess. His cynicism positions him as a ruthless individual in pursuit of his goals. Mine is merciless and violent when his calm composure is disturbed.

While his adoptive father loved him very much, he became terminally ill and passed away when Mine was still young. On his deathbed he advised young Mine to make something of his high intellect. He would work tirelessly to obtain status and wealth.
He becomes a successful businessman, earning billions in insider trading and real estate, and founds a venture company before he reaches thirty where he is employed as the manager of the R&D department as well as in the capacity of the company's chairman. However, Mine's lifestyle had already led him to be surrounded by people who used him for their own gain and advance in life. Trusted colleagues stage a coup that results in Mine being dismissed from his position and he is betrayed by what he had thought to be genuine bonds. Contrasting his experience, that same night, he witnesses an assassination attempt on the Tojo Clan's Sixth Chairman, Daigo Dojima. Left with a lasting impression, he becomes obsessed with finding out what Daigo's subordinates saw in him that they would die to protect.
Under a guise, Mine eventually bribes Kanda to introduce him to the Nishikiyama Family, a subsidiary of the Tojo Clan. He turns to aggressive methods to help the Nishikiyama Family's expansion and their profits skyrocket. Kanda becomes the Family's Third Chairman, claiming credit for Mine's efforts, while Mine shoots up the ranks as his right-hand man.
Mine's work doesn't escape Daigo's notice, however, who warned him of his methods—advice Mine disregards, but he is left frustrated that he doesn't understand enough about Daigo just yet. When Mine is ambushed and Daigo comes to his rescue, his willingness to sacrifice himself is what ultimately leads Mine to realize that what he has been searching for, a society in which bonds between men rule supreme, can be found in the yakuza. With Daigo's support and his own financial prowess, Mine soon becomes Chairman of his own Hakuho Clan, as well as lieutenant advisor to the Tojo Clan's Sixth Chairman. Mine is responsible for the Tojo's finances, managing the Clan's bank as well as controlling most of the funding through profits obtained by his own organization.

Mine, alongside Kashiwagi, is in favor of proposing the Fourth Chairman's temporary return until Daigo's recovery, but but opposite Kanda and Hamazaki, and Majima refraining from a vote, the plan is deadlocked.
Some time after Daigo's shooting, Mine is secretly approached by Andre Richardson, a CIA agent and one of the men responsible for shooting Daigo. Richardson, who is also secretly the leader of Black Monday, and illegal arms trafficking organization, needs the Tojo Clan's political influence to advance the build of the new military base in Okinawa. Mine, wishing to see through Daigo's plans for revitalizing the Tojo Clan, as well as envisioning personal profit from the scheme, agrees to steer the Tojo Clan towards passing the project through congress.
Despite the leadership's failure to come to an agreement, Kiryu returns to Tokyo and becomes embroiled in the Tojo's affairs once more. Kiryu ends up sabotaging both Hamazaki and Kanda's plans to usurp the Tojo Clan. Kanda, particularly humiliated by being defeated by Kiryu, comes to Mine's office to gripe and demand money and manpower to kill the Dragon of Dojima and gain control of the Clan. Mine refuses and even remains unfazed when Kanda destroys his furniture. However, after he mocks Kanda for being too clueless to understand the situation he finds himself in, and Kanda attacks him, Mine defeats him easily and, tired of Kanda's bellicose ways, orders a his men to murder him.
Hours later, Mine meets Kiryu in Purgatory, Kamurocho's underground, and presents Kanda's disembodied head in a briefcase, both as an intimidation tactic and as a "peace offering". He states that he hopes this settles the matter of Kanda's involvement, indirectly facilitated by Mine previously lending him money. Kiryu reprimands Mine, urging him to consider whether his actions are in Daigo's interest, and Mine rebukes him for using Daigo in this way, claiming Kiryu abandoned the Tojo Clan and that his refusal to part with the land from his orphanage is what got Daigo shot in the first place. Mine departs with the final assurance that he and his allies will continue doing what is necessary for the sake of the Tojo Clan.
Mine's involvement with Black Monday and the politician Shoyo Toma is revealed to Kiryu eventually. While Kiryu confronts Richardson's partner, Joji Kazama, Mine makes his move to displace Kiryu's orphanage from the plot of land and, with the help of the local Tamashiro Family, bulldozes Morning Glory Orphanage. He instructs their patriarch to delay Kiryu's return to Tokyo for as long as possible.
Mine travels back to Tokyo, where he has been able to locate Daigo at Touto University Hospital. When Richardson calls to inform Mine that Kiryu has left Okinawa, Mine assures that there is no change in the plan going forward.
Kiryu is met on the hospital roof by Mine, who has brought the comatose Daigo up there with him. Accused by Kiryu of being a traitor to the Tojo Clan and seeking to end Daigo's life in order to take over as Seventh Chairman, Mine denies it and explains his true motives for his actions so far. Just like Kiryu, he grew up as an orphan, poor and neglected, and worked hard to carve out a place for himself in the world, eventually realizing hat nobody cared about him for any other reason than his ability to make money. Until he met Daigo, that is, the only person to treat him kindly without expecting anything in return, inspiring selflessness. Now, with Daigo in a coma and the possibility that he may never recover, Mine has decided to return ... WIP

OCCUPATION: He is involved in real estate and stock exchange, namely insider trading. Before becoming involved with the Tojo Clan, Mine had already made a fortune as a venture capitalist.
FIGHTING STYLE: Mixed martial arts. The extent of his capability and strength is something Mine keeps secret, training in a private home studio. He is an apt combatant, even crippling Kanda a resilient powerhouse fighter himself, and presents Kiryū with a true challenge.
TATTOO: Mine's tattoo covers most of his back and ends at his thighs. It depicts a kirin, a chimerical creature with dragon-like features, fully scaled, one-horned with a thick golden mane, beard and eyebrows, and a body shaped like a deer with cloven hooves. Red flames and wisps of clouds or smoke surround it.
